A Level Three advisory is the least restrictive level of a three-tiered system. Essentially, it is a hazardous travel watch, meaning drivers should give themselves some extra time to reach their destinations or consider whether or not trips are necessary.
A Level Three advisory does not place any limits on travel.
A Level Two advisory, a hazardous travel warning, means drivers are permitted only to be on the roads for essential travel. A Level One advisory, also known as a hazardous transportation emergency, permits driving only for emergencies.

I don't care if it is a level ten I will drive to my destination. If you drive like you have sense and not drive like a madman you will be alright.
