Cloverdale Town Council selects Hibler as new marshal

CLOVERDALE -- The Cloverdale Town Council voted unanimously to appoint Steve Hibler, of Camby, the town marshal during a special public meeting on Tuesday.

“I am looking forward to the opportunity,” Hibler said after being introduced. “I’m glad to get started. I’m going to kind of look and try to learn my way around and what’s going on and where we’re at right now. That’s one of the key things.”

He went on to promise transparency for the town council.

Hibler graduated from the Indiana Law Enforcement Academy and the Northwestern University Police Staff and Command School. He holds a B.S. in management of human resources, an M.S. in management and an M.S. in strategic studies. He has also been the department chairman and professor of military science at Ball State University.

He worked with the Indiana State Police for 28 years before retiring as the assistant district commander at Putnamville District with the rank of first sergeant in 2012. He was a member of the ISP SWAT team for 10 years.

He was chief of police in Red Lodge, Mont., from 2014 to 2016.

Most recently, he has been jail commander at the Putnam County Sheriff’s Department.

Hibler has served in the U.S. Army for 34 years, seeing combat in Operations Enduring Freedom and Iraqi Freedom. He currently holds the rank of colonel. While in Iraq, he supervised 9,000 soldiers and 25,000 detainees. He has received the Bronze Star, Combat Action Badge, Indiana Distinguished Service Medal, Order of the Marechaussee, Humanitarian Service Medal and the Meritorious Service Medal.

“We’re excited to have you,” Clerk-Treasurer Cheryl Galloway said.

A new marshal found, the next step of improving the Cloverdale Police Department’s administration is set to begin.

“It’ll be a rowboat to start,” safety board adviser Phil Parker said, “but it’ll be a speedboat in about a month. We’re going to hit the ground running.”

Cloverdale has been operating with Sgt. Charlie Hallam at the head of the department since last spring when former marshal Mike Clark was arrested on felony theft charges pertaining to his former position as marshal of Galveston in Cass County.

Clark subsequently pleaded guilty of misdemeanor conversion and resigned his post in October.

Parker was appointed by the Town Council in December to vet a new marshal and assist in improving CPD’s administration. Parker is the chief deputy of the Putnam County Sheriff’s Department as well as an ISP retiree.

The town will again officially have a marshal with Hibler set to take the oath of office today at Cloverdale Town Hall.

  • Wonderful, sounds like a very good and experience person for the job. I bet he will be able to keep the other officers in town patrolling the streets for a change!!!!!!!!!!

  • The council knew all along what they were going to do. The article on January 17 said they were 'looking' --now January 23: only 5 business days new man is found, hired an all crudentials , background check and legalities verified. Most legal background checks alone take that long or longer.Hope Steve Hibler is the man for the sake of Cloverdale. Behind the scenes. Did anyone in the town have a say on the above or just the usual 5-6 who run the town.???Just like who hired our last crook.Thanks

  • Again where are the facts. I know for a fact that Parker has been vetting Marshals since Dec 29th because it is on line in the minutes.(cloverdalein.com)

    Why would anybody say probably when in fact you do not know.

    Where is the Cloverdale charm everyone talks about

    more like Cloverdale hateful.Same old Cloverdale negative attitude.

    Sounds like this Hibler has more experience than Cloverdale deserves but I am Happy he wants to come here and represent our Town as a Veteran War Hero that he is.

  • Having been a former Cloverdale resident and Town Council president from years ago I think the council has made some good decisions. I have always maintained an interest in my former home town and think you all have a great town council at this time. They have made some good decisions and would love for all to embrace and support them. So much more good happens with positive rather than negative in a community. Good luck.

  • Seems like everyone hired in these positions are retired State Police or buddies of Sheriff Stockton....surprise...surprise. Too many chiefs and not enough Indians.

  • steve hibler came to my house because i was seeking mental help im bi polar cummins called them because they said i was gona hurt myself i told him theres no mental help for the mentaly ill he came with a isp trooper that was high in command i told him why cops are getting shot at he said he was from mars hill and i ask himif he knew my dad buster he said yes he told me he worked for central state hospital and he knew i needed mental help and not be thrown in the jails for a doc charge because the jails are are the new mental ward it should be state law if u run a hospital u should have a mental ward i tried to get help from cummins they said i had to pay 891 dollars i just needed my shot haldo which makes me live a normal life i would never hurt anyone they shut down all the state mental hospitals down in the 70s and cut the funding by design to have a crime spree these meth addict and heroin addicts need help i think there mentaly ill people overdose on heroin they get revived with narcon and the next week they are doing it again im from indianapolis i live out here because my mom does steve took me to putnam county hospital and i was preaching the word of jesus and it scared the hospital staff i told him i wanted to go to options a mental hospital on the eastside of indythat lets you smoke cigs he got me put on a 72 hour hold from a judge hand cuffed me shackeled me and had me driven to options and i finaly got my shot at adult and child in indianapolis thats why i just formed the 317foundation to help the mentaly ill there are mentaly ill people in jail they are already in prison because when u lose your mind your in prison and dontget your meds u scare people if i was in the 50s they would have commited me and stuck a icepick up my nose and gave me a labotomy all they know about mental ill ness its a chemical imbalance in the brain and they try to medicate u with anything they can to see if it helps you i didnot choose to be mentaly ill i think marshall steve is a man with honor and integrity and is good for cloverdale the people of cloverdale and he got me the help i needed instead of putting me in jail thank you steve for listning to my mom and showing compassion for the mentally ill people that live in our community and my dad said there was a guy that could lift a motor out of a car with his bare hands and marshall steve said that was me
