Town welcomes donations for CPD K9 officer

CLOVERDALE -- After Clerk-Treasurer Cheryl Galloway announced during the Cloverdale Town Council’s regular April meeting that the K-9 donation fund, the only source of funding for the Cloverdale Police Department’s (CPD) Chewy, donations have started to pour in.

Looking over the quarterly budget, Clerk-Treasurer Galloway reported that there was not enough money in the fund to pay a $200 veterinarian bill due next month or an $800 insurance payment due immediately. Don Sublett suggested putting Chewy on leave until the insurance could be paid, and the council unanimously voted to table the issue until its next regular meeting on May 9.

Dan Moon made the first donation on the spot, leaving his front-row seat to give $50 to Clerk-Treasurer Galloway for the fund. Other audience members contributed their ideas, with Kay Gedert suggesting an article be printed and Joshua Barrett suggesting a post on Facebook.

On Friday, Clerk-Treasurer Galloway said that more donations had been coming in since the meeting. If you would like to donate to the K-9 donation fund, call Clerk-Treasurer Galloway at 765-795-6033.

In other news related to the CPD, Town Marshal Steve Hibler said after the meeting that Rick Lambert, reserve at the Putnam County Sheriff’s Department and quality assurance for Eli Lilly, had been hired as the part-time crime scence and follow-up investigator.

The position (28 hours per week at $15 per hour) was created during the council’s last regular meeting in part to handle and manage evidence and the evidence room.

Marshal Hibler also reported that the CPD has performed 22 arrests in the last month, with 7 being felonies and 2 being drug-related. CPD also served six warrants and seized small amounts of methamphetamine and marijuana. Twenty-nine case reports were filed, the majority being theft at six cases, followed by vandalism/nuisance (four), burglary (three) and harassment/stalking (three).

In other developments:

-- Redevelopment annual report: The council approved publishing the Redevelopment Commission’s annual report.

-- Claims: The council approved claims at a total of $547,889.29, an increase from last month of $69,442.06 and a decrease of $99,187.12 from the year’s average.

-- Fire station repairs: The council approved advertising bids for repairs to the fire station roof when they are ready, which Town Manager Galloway said would be next week. He added that the bids may be ready for the council’s consideration next month.

-- Town hall repairs: The council also approved advertising bids for repairs on the town hall roof.

-- Ordinance 2017-1: The council again tabled Ordinance 2017-1, which amends Ordinance 2007-5 with updates from state law concerning towing, impounding and inventory of abandoned vehicles and parts of vehicles. The council is set to consider the ordinance during its next regular meeting on May 9 at 7 p.m. in the Cloverdale Town Hall.

-- Ordinance 2017-3: The council was introduced to Ordinance 2017-3, which deals with building and construction regulations in Cloverdale. The council is set to consider the ordinance at its next meeting on May 9 at 7 p.m. in the Cloverdale Town Hall.

-- Ordinance 2017-4: The council was introduced to the Ordinance 2017-4, which regulates plain concrete footing requirements for residential structures in accordance with the 2012 International Building Code. The council is set to consider the ordinance at its next meeting on May 9 at 7 p.m. in the Cloverdale Town Hall.

-- Quarterly budget review: Clerk-Treasurer Galloway delivered the first-quarter budget review. The general fund started the year with $297,732.08, has spent $113,251.54 and has a current balance of $245,376.21. The food and beverage fund started the year with $151,960.48, has spent $14,155 and has a current balance of $162,550.29. -- Signage: The council tabled consideration of joining the other three councils (BZA/Plan Commission, Redevelopment Commission and Park Board) in paying a $4,500-per-year lease for the next five years on a large welcome sign at the north end of Cloverdale. Total cost for the sign over five years would be $22,500. The motion to table was made by Don Sublett and seconded by Vice President Larry Fidler, with the opposition of members of the other three councils who were part of the audience. The council is set to consider the issue again at its regular meeting on May 9 at 7 p.m. in the Cloverdale Town Hall.

-- UV E.coli treatment system: Town Manager Wayne Galloway reported that the new UV E. coli treatment system had been installed two days early and is now “up and running.”

-- Yard sale: Clerk-Treasurer Galloway announced that the town will host a yard sale, featuring old CPD evidence and technology, on June 10.

The next Cloverdale Town Council meeting is set for May 9 at 7 p.m. in the Cloverdale Town Hall.
