Cloverdale Town Council passes salary, peddling ordinances

CLOVERDALE -- The Cloverdale Town Council approved Ordinance 2017-15, which sets forth town officials, their salaries and employment policies, during a recent special meeting.

The officials and salaries are as follows:

-- Council members (President Coweta Patton, Vice President Larry Fidler, Don Sublett, Gary Bennington and Cindy Hoffman): $5,000/year/member (from the general fund, water and wastewater service income), totaling $25,000/year

-- Clerk-Treasurer (Cheryl Galloway): $42,000/year (general fund, water and wastewater service income)

-- Deputy Clerk-Treasurer/Utility Clerk (Trina Baker): $28,704-$36,000/year (based on 40-hour work week; general fund, water and wastewater service income)

-- Building Inspector (Wayne Galloway): $13,256 (general fund)

-- Town Manager (Wayne Galloway): $47,476 (motor vehicle highway tax fund, water and wastewater service income)

-- Attorney (Daniel Hoffman): $20,000 (general fund)

-- Equipment Operator: $31,200-$35,360 (MVH tax fund, water and wastewater service income)

Utilities positions are:

-- Utility Manager/Wastewater Treatment Manager: $47,476 (MVH tax fund and water service income)

-- Utility Foreman: $35,360-$41,600 (MVH tax fund, water and wastewater service income)

-- Wastewater Treatment Manager: $41,536.80-$46,200 (MVH tax fund, wastewater and sewage service income)

-- Distribution/Intake Street Foreman: $23,100-$30,000 (MVH tax fund, water, wastewater and sewage service income)

-- Collection Foreman: $27,000-$30,000 (wastewater and sewage service income)

-- Part-time Utilities Clerk (Kelly Maners): $9-$12/hour (29 hours/week; water and wastewater service income)

-- Utility Laborer Class 1: $23,100-$31,200 (MVH tax fund, wastewater and sewage service income)

-- Utility Laborer: $23,100-$28,308 (MVH tax fund, water and wastewater service income)

-- Part-time/seasonal Utility Laborer/Contractor: $10-$13/hour (29 hour/week; MVH tax fund, water and wastewater service income)

Cloverdale Police Department positions are:

-- Town Marshal (Steve Hibler): $47,476-$59,936/year (general fund)

-- Sergeant (vacant): $36,670-$40,744.28/year (general fund)

-- Billy Wallace is a reserve sergeant. As a reserve, he donates his time to the CPD.

-- Patrolmen (Levi App), Crime Investigators/Code Enforcers (Rick Lambert): $31,500-$34,000/year (general fund)

Currently vacant positions are:

-- Deputy Clerk- Treasurer: $25,000-$28,700/year (general fund, water and wastewater service income)

-- Utilities Clerk/Typist: $25,000-$28,700 (water and wastewater service income)

The council also approved Ordinance 2017-13, which sets licensing requirements for peddling, canvassing and soliciting.

All fees collected will go to the general fund, and are as follows: $5/day; $20/week; $30/month; $60/month and $120/year. Violators will be fined $25-$300 for each violation. Licenses must be applied for with the clerk-treasurer at least three days prior.

The ordinance does not apply to sales by: solicitors, commercial travelers, selling agents in the usual course of business; sheriffs, administrators, guardians or other properly elected officers; farm and dairy producers; newspapers on a regular and established route; unpaid agents or nonprofit, community organizations for fundraising; door-to-door distributing of religious, political, social or ideological beliefs; and any veteran holding an honorable discharge.

Don Sublett and Gary Bennington were absent.

CORRECTION: This article has been corrected to say that Reserve Sergeant Billy Wallace is a reserve officer, and as such donates his time to the CPD. A previous article had not listed him as reserve.

  • Oh look, Cheryl and Wayne make $100,000 between the two of them. Now he is building inspector? When will this stop, they are jacking up water bills just to make a better living than most around here. We need new board members, and Cheryl should not have this big of an influence on them, she is just a clerk, this is where I am getting extremely confused. Also, are they just making up job titles at this point for her and Wayne? They have taken Charlie away from us and now I have yet to see an actual cop around town. It needs to stop they need to do the job they are there for and stop letting her run the town.
