$1 million worth of city street repairs scheduled

Beyond mere resurfacing, a variety of street rehabilitation work -- topping $1 million in total cost -- is scheduled this construction season on streets within the City of Greencastle.

Submitting the low bid on the multi-faceted street repair and resurfacing project was Grady Brothers, Indianapolis, which was awarded the contract Wednesday afternoon by the Greencastle Board of Public Works and Safety on its bid of more than $1 million.

Grady Brothers submitted the lowest of three bids on the work at $1,066,698. Board member Trudy Selvia made the motion to award the project to the Grady firm, which was seconded by board member Craig Tuggle. Mayor Bill Dory concurred, making the choice unanimous.

The project includes work to be done on 10 city streets -- including a second year of fixing problem areas along East Washington Street between Stadium Drive and Percy Julian Drive and a full-blown pavement project on Ritter Avenue, a one-block street between Cameron Drive and Tacoma Drive just east of Tzouanakis School.

"That street's really in bad shape," Mayor Dory said of Ritter during the discussion Wednesday.

Several of the streets ticketed for reconstruction work will receive pavement preservation work, the mayor said, noting the Indiana Department of Transportation (INDOT) continues to encourage pavement preservation efforts that involve patching, crack sealing and seal coating, in addition to more substantial work such as resurfacing.

Streets on the city repair agenda are:

Franklin Street -- Jackson to Wood streets

* Repair of failing pavement -- deep patching in various locations.

* Overlay from Jackson to College.

* Drainage work in the area of Locust and Spring for the future Locust Street project.

* East of Locust -- patching, crack sealing and seal coating.

* Repair of several handicapped ramps.

Fifth Street -- Indianapolis Road to Avenue E

* Slight widening of the pavement to minimum street width standards.

* Curb and gutter and drainage improvements.

* Sidewalk installation on the east side of the street.

Fillmore Road -- CR 25 South to State Road 240

* Patching of bad pavement areas.

* Crack filling and seal coating.

Capital Drive -- South of State Road 240

* Patching of bad pavement areas.

* Crack filling and seal coating.

Locust Street -- Hanna to Berry streets

* Patching of bad pavement areas.

* Crack filling and seal coating.

Walnut Street -- Gillespie to Jackson streets

* Patching of bad pavement areas.

* Crack filling and seal coating.

* From Jackson to College -- patching and resurfacing.

Redbud Lane

* Repair of one large area of deteriorated pavement.

Ritter Avenue

* Deep milling of pavement.

* Installation of underdrain to alleviate high water table issues.

* Repaving.

Spring Street -- Washington to Franklin streets

* Slight widening of the pavement to minimum street width standards.

* Curb and gutter on both sides of the street.

* Sidewalk installation on the east side of the street.

Washington Street -- Hammond Drive to Percy Julian Drive

* Deep milling and repaving of problem areas.

* Installation of additional underdrain to alleviate high water table issues.

* Repair other problem areas.

Funding for the city street repair effort will come from a variety of areas, the mayor advised Wednesday.

"We're juggling a few funding sources to maximize what we can do," Dory said, enumerating at least six funds that will be tapped to pay for the street work.

Funds are expected to come from the city's Motor Vehicle Highway Fund, $365,000; Local Option Income Tax (LOIT), $200,000; unspent 2017 LOIT funds, $120,000; Cumulative Capital Development funds, $120,000; Economic Development Income Tax (EDIT) funds, $100,000; and leftover Stellar Grant dollars and INDOT grant funds.
