State Police reveal ‘new face’ of Delphi investigation

DELPHI — Indiana State Police are hopeful that the release of a new sketch and more audio and video will lead to the arrest of a man who murdered two girls in February 2017.

Indiana State Police Superintendent Doug Carter spoke with members of the Delphi community and interested media Monday afternoon to share the change in direction of the Delphi double murder investigation of Abigail “Abby” Williams and Liberty “Libby” German.

The investigation has been ongoing since the discovery of the girls' bodies in the early afternoon of Feb. 14, 2017 in a wooded area near the Delphi Historic Trail, about a half-mile upstream from the High Bridge.

The new sketch of the suspect, appearing to be in his mid-20s to mid-30s and believed responsible for the murders of the girls, was shared with the Delphi community and media.

As the investigation has progressed, information has been continuously reviewed and examined, State Police said, and this sketch more accurately depicts the face of the suspect from the video recorded on German’s cell phone while she and Williams were on the High Bridge.

Also shared with the Delphi community was more of the audio, as well as previously unreleased video from German’s phone.

“We have a witness. You made mistakes,” Carter said, addressing the suspect on Monday. “We are coming for you and there’s no place for a heartless coward like you to hide that gets his thrill from killing little girls.”

On Monday, Feb. 13, 2017 at approximately 1 p.m., the two young girls were let off near the Monon High Bridge, an abandoned rail bridge over Deer Creek, to walk around and hang out. They were to be picked up later in the afternoon, but did not show up there at the previously arranged time.

Following an extensive search, their bodies were found early the following afternoon.

One day later, law enforcement officers distributed a photograph of a person observed on the Delphi Historic Trail. The photograph appears to depict a white male wearing blue jeans, a blue coat/jacket and a hoodie. During the course of the investigation, preliminary evidence has led investigators to believe the person in the photograph is a suspect in the investigation.

The investigation has been a priority of the Multi-Agency Task Force since the first day of the investigation and will continue to be a priority for all participating law enforcement agencies.
