Officials ponder where to allow adult businesses

Downtown Cloverdale may not be the place for a sexually oriented store to open, according to officials who discussed the matter Thursday evening.

At their regularly scheduled meeting Thursday, members of the Cloverdale Plan Commission discussed in detail a way to zone areas of legal adult oriented businesses to outlying areas. The major concern was to keep such businesses out of the area around the intersection of U.S. 231 and Interstate 70 as well as downtown.

As it stands now, sexually oriented stores can't be opened within 1,000 feet of churches or schools in Cloverdale. This helps keep those businesses out of downtown for now. It is illegal for a zoning board to make it impossible for a legal business to be approved within a town, though.

Town Attorney Alan Yackey is going over the old plan and coming up with new, legal ways to relegate where adult businesses can be opened. The proposed plan is to keep them isolated to the industrial districts that currently exist mostly around Stardust Road.

In other business:

* Pam Riner proposed the board approve a recommendation to the town council to help her acquire a grant to start a new steakhouse just north of I-70. The steakhouse would be family recipe with no alcohol served and non-smoking.

* A historical zone was proposed to be added to the zoning ordinance.

The Cloverdale Plan Commission meets regularly the first Thursday of each month. There will be a special meeting April 17 at 7 p.m. located at town hall. The next regularly scheduled meeting is to be held May 1 at 7 p.m.

  • One solution, have a church located every 999 feet throughout Cloverdale on 231. And what about daycare centers? Are these establishments allowed near those?

    These type of businesses will attract an undesireable client base from surrounding communities. The district mentioned has hundreds of children passing through it daily going to and from school and the grocery store.

    This type of business in a small town can be potentially dangerous to the welfare of our kids. I hope the Cloverdale Plan Commission understands how important this decision is.

  • Oh yes! Stardust Hills what a great idea! Every child at Stardust Hills should be exposed to the types of people that visit adult entertanment shops. Zachery wasn't enough for you? The town wanted Stardust Hills for the taxes before it was built and then after it was built the town has done everything in it's power to torment the residents.

  • So how is this type of business dangerous? Are you saying only sex offenders go to Adult Stores? I can guarantee that most adults in Cloverdale and Greencastle have been to one of "these" stores at least once and have these items in their homes. There is nothing wrong with most of what these stores sell, where is a married couple supposed to go to look for "relationship enhancement" products? I am not saying I approve of everything they sell, which is why I purchase my products from a reputable company that does in home parties.

  • Good article, Kevin.

    The current industrial area is mostly behind the truckstop and reaches down south touching the Stardust Road. It is north of the road, not south, not really that close to the residential area. There was also talk of changing the part of the Industrial that touches the road to be more of a general business area, as no one wants this type of storefront highly visible or anywhere remotely near children. Apparently, many cities relegate this type of business to industrial areas because they are typically away from residential areas.

    The Plan Commission is going through zoning ordinances step by step, twice a month throughout this year in order to prepare for growth that will eventually creep out from the airport expansion towards the town.

    The journalist doesn't have room in the paper to explain every little nuance of discussion at these meetings. I suggest you start attending them if you want to influence how the town expands and changes. And you can see for yourself how well everyone is getting along, how they welcome input from the audience and how professionally and seriously the Plan Commission members and their attorney operate.

  • sexymarried, you have a valid point but you are a minority customer base for these types of establishments. I have no problem of what you mention in your comment, but some of these businesses offer more than DVD's, underwear and novelties and draw more "types" of customers that are undesireable in a small community. This type of business is part of a multi-billion dollar industry that should be under great scrutiny in our small town.

  • Why would the Town of Cloverdale need to plan for expansion? Isn't that counterproductive to the "Main Street" agenda? Cloverdale has a lot of potential for growth ... but potential alone won't make it happen.

  • I agree with sexymarriedlady. Just because there might be an "adult" store in the area doesn't necessarily indicate that those who shop there are pedophiles or sexual predators. I resent the fact that you think I am considered undesirable in our community because I would shop in such a place. What someone does in the privacy of their own home (between consenting adults) is their business - not yours. Actually, I contribute greatly to the community in a number of ways. Unfortunately, the presence of a church, daycare or even a police station does not deter a child predator. There are policemen/women, pastors and daycare providers who molest children every day. There didn't need exist a store in Zachary's case - there was a predator. And what provokes a predator is a child and their own sick mind - not an adult DVD or lingerie store. The only guaranteed way to protect our children would be to keep them within the confines of our own homes and we all know that is not reasonable. And as far as growth potential for this town... there is none. There have been a few businesses try to make it, only to have had things made difficult for them. A few years ago, the main strip had some nice little shops going and it seemed like things were really progressing. It didn't last long, though, although I personally don't know what transpired with those businesses. Honestly, I think the town doesn't really WANT to grow. Is it quaint or is it antiQUAINTed? It's really just a matter of perspective.

  • Plainfield and Avon are both suburbs of a resonably large city called I-N-D-I-A-N-A-P-O-L-I-S. Cloverdale is a small town in the middle of nowhere. How could and why would you compare them to each other?

  • My experience when looking at any city or town is to count the number of tattoo shops, check cashing/payday loan businesses, pawn shops, tanning salons, adult businesses, etc. Couple this with low/sub pay factory jobs and you get a pretty good picture of the economic status of the community.

    I don't care if it's legal or not. These factors determine the community standards.

  • I guess my details were as vague as the story but I'm not calling everyone undesireable because they shop at an adult store. I find it hard to believe that a "Priscilla's" would pop up behind the truckstop. What I'm concerned about is what you see on your way to Florida or west of here along the interstate. The type of establishments that lure interstate travelers with (like I mentioned) more that DVD's and underwear. I don't care to get too graphic on this blog but driving by these megapornmarts, they proudly display on their windows what they offer inside. Those activities are what I find undesireable in our small town.

  • Build the store.For those that do not agree with the idea,do not go in there or even drive by it to scope it out.What goes on behind closed doors between two adult's,who cares.It's their business.A town needs to grow.As far as the other cities where adult stores are located,there are sex offenders and pedofiles there as well,so what would make Cloverdale or Greencastle any different?I'm glad to see Cloverdale is growing.Give them time and there will be better and other businesses brought in.Just takes small steps one at a time to make a place grow.

  • Good point Smaller_gov_now. I'm split on this topic as good points are being raised by most.

    Trapper of course is behind the times and confused as Whitaker and Davis are not on the board and were the minority of the board when they were. Majority rules - very simple concept trapped.

    I do agree with trapped the MAJORITY of the board have screwed up everthing they have attempted including the police department and like you stated they will screw this up as well.

    It would be interesting to learn if those on the sex offenders list frequent these establishments. Not sure if it has relevance though, but would be interested in knowing.

  • You don't TruelyGit it do you? Some should look up the meaning of words (and probably a big one at that) before you use them. Once again the actions of a government are determined by the MAJORITY of the entity not the MINORITY. Majority means more than half. Minority means less than half.

    Past elections show there truly is a SILENT MAJORITY and the MINORITY who voted wanted more of the same.

    So simple. No need to thank me for the lesson.

  • The majority that voted were by no means "silent" they were informed, determined and dedicated to effect change.

    Was it the minority or the majority that voted to do away with an outstanding Cloverdale Township Volunteer Fire Department? They were replaced with untrained, under age, unprofessional friends and family of you know who. Thankfully a few of the past and recently re-elected council members came to their senses and voted them back in. That was a "majority" vote! Davis and Whitaker being the "minority" voted nayyyy. Your attitude is clearly one of a "sore looser"!

  • yo grit get a grip, and trapper try to keep up with the times. obviously your still living in the past. last i recalled the two names you mention are no longer on the board...so why bring them up? and what does the "outstanding" fire dept (maybe 10 years ago) have to do with this? you should be glad that you now have a board that will run the town into the ground breaking laws and doing as they please for their personal agenda. oh but wait you prolly voted for them and support their actions.
