Income surveys mailed out relative to Stellar Grant project

The City of Greencastle will be mailing out income surveys to randomly selected residents in order to qualify for the Community Development Block Grant Program (CDBG) that will facilitate completion of the Indiana Housing and Community Development Authority (IHCDA) Stellar Parking Garage Project.

The CDBG Program is a federally funded grant program intended to assist communities with various community development public assistance projects such as improvements to wastewater, water, roads, bridges, etc.

To receive the federally funded grant dollars and begin construction on the parking garage structure, a special income survey must be completed.

If you receive an income survey in the mail from the West Central Indiana Economic Development District, it means you have been randomly selected to participate in this important process.

It is extremely vital that the survey be completed fully and returned in the self-addressed, stamped envelope as soon as possible.

  • Wouldn't some help to the homeless shelter be of more benefit than a parking garage? Or, here's a novel idea: maybe they intend to use the parking garage as a make-shift homeless shelter. Yes, I'm being a little sarcastic when I say that is the intended use for the parking garage, but in reality, it would be a place safe from the elements of nature.

  • This sounds like a waste of taxpayer (my) dollars. If the parking garage cannot get enough private investment or make enough money to remain open without government funding then it is not wanted and not necessary. I would like to open a business, could you get it funded at no risk to me by appropriating funds from taxpayers?
