County to make all paychecks direct deposit

All Putnam County employees will soon stop collecting paychecks -- in a sense.

Meeting with Treasurer Sharon Owens in their role as Board of Finance, the Putnam County Commissioners voted Tuesday morning to begin paying all employees by direct deposit rather than giving them the option of checks.

The change will take effect on March 1.

In discussing ways to handle the county's finances more efficiently, the subject of direct deposit came up, and all three commissioners were open to the change.

"Wouldn't that be better for the auditor's office and treasurer's office, if we made (direct deposit) mandatory?" Commissioner Kristina Warren asked.

Auditor Stephanie Campbell estimated that 60-70 percent of county employees already utilize direct deposit.

Even employees without a checking account will be part of the new program, as they will be issued a debit card with which they can access their money.

One hindrance to the county could the fees by the bank for the direct deposit of paychecks. However, they may be able to offset these fees by going completely paperless, instead letting employees view their pay stubs online or via email.

The commissioners requested that Owens look into these options and report back to them

Assessor Nancy Dennis reported the reassessment process has continued into the new year, and her department will need additional money to fund the part time help necessary for reassessment.

Dennis estimated that $15,600 should fund two part-time, contract employees for six months. At that point, all field work should be completed.

The commissioners approved the request, subject to approval by the County Council and review of the contracts by County Attorney Scott Hoff.

With Tuesday being the first meeting of 2012, the commissioners also reorganized for the year. Warren will serve as board president, with Nancy Fogle as vice president.
