Edgewood Lake Road project scheduled to begin on Monday

One look at the pavement on Edgewood Lake Road in Greencastle and it is easy to see why resurfacing is necessary from Indianapolis Road south to just beyond the entrance to Big Walnut Sports Park. Work is due to begin Monday on the project with a Dec. 10 completion date set.

On the surface, consider it one small step for mankind, one giant leap for local traffic.

Weather permitting, work is due to begin Monday on a project designed to eliminate the lunar-like craters from the surface of Edgewood Lake Road on Greencastle's far East Side.

That is the case following a decision this week by the Greencastle Redevelopment Commission to award the resurfacing contract and issue a notice to proceed on the Edgewood Lake Road project to J. S. McCullough Excavating of Bainbridge.

The contract calls for the resurfacing project to be complete by Dec. 10. While the work will be under way just as soccer season is in full swing at Big Walnut Sports Park, Capital Drive to the west will be open and provide ample access in and out of the facility.

As bad as that road is, nobody's really using it right now anyway because of numerous chuckholes, it was noted. Repairing and resurfacing it before winter should translate into smoother travels in the spring.

"So many people use that road," Mayor Sue Murray pointed out, "that this was the prudent thing to do."

McCullough Excavating submitted the lowest of five bids on the asphalt resurfacing work. Its base bid was $338,212.35 for resurfacing the road from the intersection of Indianapolis Road to just south of the entrance to Big Walnut Sports Park.

At the suggestion of City Engineer Garth Hughes, the commission also elected to choose an alternate bid of $57,726.80 to redo the city waterline that is under the pavement and increase its capacity. That would avoid the prospect of having to tear up the new pavement at some point in the future for a waterline repair or enhancement project.

Other proposed alternates -- going with concrete instead of asphalt and extending the city sewerline under the road to facilitate future development -- were dismissed.

A change to concrete would have been a $48,000 additional expense, while the sewer work was listed at $5,600.

With there being no need to extend the sewer at this time and the ability to bore under the road without disturbing the pavement, commission members vetoed those options.

The total bid awarded to the Bainbridge firm was $395,939. That was still below engineers' estimates, Greencastle/Putnam County Development Center Director Bill Dory noted.

The Redevelopment Commission had been advised to expect a total $450,000 expense for the project, which is connected to the expansion project at Crown Equipment Corp.

Joining McCullough Excavating in bidding on the work were Wabash Valley Asphalt, Terre Haute; JDH Contracting, Plainfield; Reith-Riley Construction, Indianapolis; and Calumet Civil Contractors.

"It was a very competitive bidding process," Dory added, pleased to receive five bids, including one from a local contractor.

The notice of award, notice to proceed and a contract were approved on a motion by Gary Lemon and like aye votes from Erika Gilmore, Drew Brattain and Jim Ruark.

The Redevelopment Commission will next meet in regular session at 5:30 p.m. Wednesday, Oct. 24 at City Hall.
