Fillmore Town Council discontinues bonus payment

Fillmore Town Council members Jeff Osborn, Allen Jones and Wes Terhune approved discontinuing a $500 per month bonus payment to water superintendent David Gilley at last night's town board meeting.

"We have done due diligence on this matter," board President Jeff Osborn said. "Our attorney advised us when we first took over the board four months ago that this was not legal, and we talked to David in an executive meeting about it."

Osborn also took time to thank everyone involved in helping patch roads in Fillmore.

"This was truly a team effort made up of volunteers from the Town of Fillmore. We had contributions above and beyond," he said.

All three council members spent time on the work crew, contributing a significant amount of time to the project.

Jones, a retired highway engineer, conceived and supervised the project from beginning to end. Bob Tyler assisted in the repair of equipment in preparation for the project.

"Both the town's street and utility employees participated in the project," said Osborn.

The board also discussed the upcoming Community Improve Week May 25-31. The clean up includes help from Putnam County Correctional inmates under the direction of Town Marshal Tom Helmer.

It will culminate on May 31 with a dumpster for trash and Tox-Away Day at the Fairgrounds in Greencastle for items that cannot be put into a dumpster.

In other business the council:

*Approved using the grassy area in front of the water tower per Putnam County Operation Life's request, for a helicopter emergency landing area.

*Approved Town Marshal Tom Helmer investigating acquiring two retired cars from the Putnam County Sheriff to replace the current cars used by town officers.

*Approved adding a part-time reserve (volunteer) deputy for the town.

*Discussed enforcement of not allowing dirt bikes and all-terrain vehicle use in town.

  • As long as ATV's are running the speed limit, and obeying the law, I don't see a problem with it. If the county allows it small towns should too. Especially those small towns that have gas stations.

  • $500 bonus payment a month for what? Good move on the board to discontinue that. There's a reason the cars are retired from the Sheriff's Department. It's because they are worn out. They may be free but the maintenance will be higher than that $500 bonus to the water superintendent.

  • I believe the $500.00 for the water superintendent was not an actual bonus. I believe the water superintendent when he took the job he had to have a license which did cost. The 500.00 was for the use of his license. The board needs to know what is what. The water superintendent is a very hard working and honest young man.

    The board needs to let him do his job. If the board has to get a new superintendent what are the licenses going to cost then?

  • We've seen Helmer pull people over on their ATV's, then tell them to get them off the road.He does not just sit there and wave at them as they go past.

    As far as the water deal, well,I've seen people's water get shut off on a Sunday,which is illegal.It has also been talked about from those it's happened to. Besides, why should those who meet once a month get paid more or even extra, compare of those that are here day and night protecting our town and putting a risk to their life. Now what's fare? Oh, and just because the Fillmore town cars look like they're in shape, doesn't mean they are. Our guys deserve better. Why can't everyone stop bickering about pitty stuff and help them for once? They've helped our town out alot.
