County to review city's budget
The city of Greencastle along with the remaining towns and school corporations in Putnam County will be taking an extra step this fall as they finalize their budgets for next year.
For the first time ever, Greencastle Clerk-Treasurer Teresa Glenn has submitted the city's budget for next year to the Putnam County Council for its review.
A new state law which went into effect this year requires all civil taxing units, including cities, towns and school corporations, to submit their budgets to the county council for review.
Mayor Sue Murray said that while the county council has the right to review and make suggestions for changing the city's budget, it does not have the authority to actually make those changes.
"It's just their recommendation," she told the Greencastle City Council during its special meeting Thursday night.
Councilman Mark Hammer questioned who was reviewing the county council's budget, since it was reviewing everyone else's budget. The question was answered with a slight chuckle from the board.
Glenn said she submitted the city's budget to the county on Sept. 10 but has not heard whether they have reviewed it yet.
The mayor said she doesn't think the county council is under any time constraint to review any of the budgets.
The state won't approve the city's budget until the county council has reviewed it first, according to the law.
