Warrant issued for Indianapolis woman

A warrant has been issued for the arrest of an Indianapolis woman accused of trafficking with an inmate at the Putnamville Correctional Facility.

Shakeya R. Webb, 20, is wanted on charges of Class B felony dealing in a schedule I controlled substance, Class C felony trafficking with an inmate and Class D felony identity deception.

The charges stem from two separate incidents. On Sept. 25, an internal affairs officer from Putnamville contacted the Indiana State Police to say there was a visitor in the prison's waiting area who had been caught on videotape trafficking with an inmate on April 20. The Putnamville officer identified the woman as Webb and the inmate she had trafficked with as Charles A. Archey.

"(The Putnamville officer) stated that the inmate, Charles Archey, has been caught directly after visitation (on April 20) with a cell phone and a powder substance that field tested positive for heroin, in his underwear," court documents said.

After that visit, Webb had left her driver's license at the prison's visitor check-in station. At the September visit, she presented a driver's license bearing the name Ashlee A. Jenkins. The officer said one of the intake officers had made a positive visual identification of Webb.

Webb told officers she was at the prison with another woman who was attempting to visit another inmate. When interviewed by police, the other woman, who at first identified herself as Victoria Young, confessed to police that she was actually Celedebra Sellers and that the woman claiming to be Ashlee Jenkins was really Shakeya Webb.

During her interview, Webb admitted she had used a cousin's information to get a license in another name. She also confessed to delivering a cell phone and drugs to Archey during the April 20 visit, court records said. Webb told officers Archey had asked her to bring the items to the prison.

If convicted on all charges, Webb could face over 30 years in prison.

Archey, who is serving a five-year prison sentence for armed robbery, carrying a handgun without a license, resisting law enforcement and forced entry, is now facing additional charges of Class B felony dealing in a schedule I controlled substance and Class D felony possession of a controlled substance.
