RUSSELLVILLE — Some things have decidedly changed since Ron Higgins came on as a firefighter for the Russellville Volunteer Fire Department back in 1972. A wire once ran from a crank telephone at the firehouse to the home of “Mrs. Biggs,” former Town Marshal Mike Biggs’ mother. A call would come through her and she would relay the information.
