County Jail

Four people have been booked in the Putnam County Jail recently.

* At 2:10 a.m. on Sunday, Dipenbahi Patel, 32, Cloverdale, was lodged at the jail for strangulation and domestic battery.

* At 1:50 p.m. on Monday, Larry Ray Fox, 47, Greencastle, was taken into custody on warrant.

* At 10:09 a.m. on Tuesday, Kandice Geree Shalayev, 31, Greencastle, was booked in on a writ.

At 4:40 p.m. Richard Alexander Romandine, 37, Coatesville, was arrested for resisting law enforcement and driving with a suspended license as well as on a pair of warrants.

City Police

One arrest was reported recently by Greencastle City Police officers.

* At 10:20 p.m. Wednesday, Jonathan Hankins, 37, Greencastle, was arrested at a Frazier Street residence by Sgt. Eric Vaughan.

Hankins, who was picked up on a parole warrant, was taken to the Putnam County Jail.

Sheriff's Department

The Putnam County Sheriff's Department has responded to eight recent property-damage crashes.

* At 7:45 p.m. on Tuesday, Erik Milo Pelley, 46, Greencastle, was northbound on County Road 550 East in Fillmore on an electric scooter when he ran off the road and came to rest in a ditch on the east side.

Pelley told Deputy Jacob Harrington he was unable to maintain control due to gravel on the road. However, a witness told police Pelley was driving erratically and swerving back and forth.

Pelley was transported to Putnam County Hospital with facial injuries. While at the hospital, he also tested at .25 BAC on a certified test.

He was booked into Putnam County Jail at 10:30 p.m. and charged with driving while intoxicated and driving while intoxicated with a prior conviction.

Harrington was assisted at the scene by Deputy Matt Biggs and Reserve Deputy Ken Rozelle.

The vehicle was towed. Damage was estimated at less than $1,000.

* At 3:50 a.m. on Tuesday, Rhonda K. Webb, 51, Roachdale, was eastbound on State Road 236 near County Road 650 East in a 2009 Chevrolet Impala when she hit a deer.

Deputy Biggs estimated damage at $5,001-$10,000.

* At 4:03 a.m. on Monday, Patty J. Schlehuser, 58, Putnamville, was westbound on U.S. 40 trying to change lanes.

She told Deputy Riley Houghton that while attempting to change lanes, she hit a deer that was already dead in the roadway.

The vehicle was towed. Damage was estimated at $2,501-$5,000.

* At 1:35 p.m. on Sunday, Danny L. Bachman, 39, Greenwood, was eastbound on County Road 1050 South in a 2014 Chevrolet Silverado. Matthew J. Barnes, 18, Reelsville, was also eastbound in a 1992 Ford F150.

Bachman told Capt. Tom Helmer he had turned around in a driveway and was heading east when his truck was struck in the rear by Barnes' truck.

Barnes told Helmer he saw Bachman's vehicle but it pulled out in front of him and he could not avoid the collision.

Barnes said he was driving approximately 40-45 mph in the 30-mph zone.

Damage was estimated at $2,501-$5,000.

* At 8:32 p.m. on Friday, April 15, Judith A. Miller, 71, Greencastle, was westbound on County Road 800 South when she hit a deer.

Deputy Mike Downing estimated damage at $1,001-$2,500.

* At 4:22 p.m. on Friday, April 15, Leslie W. Pelfrey, 54, Greencastle, was southbound on U.S. 231 just north of County Road 350 North when she hit a deer.

Deputy Downing estimated damage at $1,001-$2,500.

* At 9:48 p.m. on Thursday, April 14, Joshua W. Oliver, 20, Roachdale, was northbound on County Road 625 East in a 2004 Ford Ranger.

Sgt. Kyle Gibbons noted that 625 East is "a fully marked, dead-end road."

Driving at an estimated speed of 55-60 mph, Oliver drove into downed trees at the end of the road. The trees were there in an attempt to mark the dead end.

Due to the excessive rate of speed, the pickup continued over the trees and came to rest on a guardrail.

Oliver tested at .10 on the portable breath test and .09 on the certified test. Booked into Putnam County Jail at 11:15 p.m. for operating while intoxicated at being a minor in consumption of alcohol.

The truck was towed. Damage was estimated at $5,001-$10,000.

* At 4:10 p.m. on Tuesday, April 12, Mandy J. Monnett, 33, Cloverdale, was southbound on U.S. 231 at U.S. 40 in a 2016 Chevrolet Malibu. Jeanette Cofer, 60, Cloverdale, was also southbound in a 2016 Honda Odyssey.

Monnett told Deputy Virgil Lanning she was stopped and struck from behind. Cofer told Lanning that Monnett stopped suddenly and she could not avoid the collision.

Cofer's vehicle was towed. Damage was estimated at $5,001-$10,000.
