Rockville man pleads guilty to sexual misconduct charge

A Rockville man on Wednesday pled guilty to a Level 5 felony for having sex with a teenage girl.

Arrested on a warrant and booked in the Putnam County Jail, Donald Troy, 49, appeared before Putnam Superior Court Judge Denny Bridges on Aug. 17.

Rather than the normal not-guilty plea at such a hearing, a plea agreement was filed with the court and Troy entered a plea of guilty.

Sentencing in the case is set for Oct. 12.

According to the victim, she and Troy had sex multiple times while she was his employee at a Heritage Lake area business.

The girl said the contact began in June 2015, shortly after she began working for him and when she was only 14 years old. She told Putnam County Prosecutor's Office Investigator David Meadows that the incdents continued through April of this year, shortly before the charges were first reported to the Department of Child Services.

The victim said she and Troy had sex almost every time she worked.

The contact with Troy also included the young lady sending nude or suggestive photos to the defendant.

Besides contact with the initial victim, Meadows' investigation revealed threats to the victim's mother and attempts at a relationship with two other minors.

One of these was a friend of the first girl, who Troy contacted only after the investigation began and he could no longer contact the victim.

According to the second girl's statements to investigators, Troy began by inquiring about the first girl but she soon began to "feel like he's trying to make a move."

Besides texting the girl a number of sexual messages, she said he even offered to take the two girls to Plainfield where "he would get a hotel room for the day for the three of them and then he would take them shopping."

Meadows later met with a third girl, another employee of Troy's. The girl said Troy was a friend of her grandfather who had know her since she was a baby.

The girl told Meadows "that Don Troy had 'touched me inappropriately,' he had asked her 'inappropriate things' and he had 'bribed me.'"

Such behavior included multiple events while she was employed by Troy, including her boss attempting to touch her inappropriately or talking about her body.

The attempted bribery took place after the investigation began, when she said he offered her $1,000 if she would stick up for him.

A search warrant was obtained for Troy's phone, but returned an apparently new phone with limited results. Among these were internet searches about the investigator, the Putnam County Prosecutor's Office and staff and searches for how to erase content from computers.

The plea agreement was submitted to the court after agreement by defense attorney James Holder and Chief Deputy Prosecutor Justin Long.
