Ushering in the Putnam County Fair for 2017, the annual parade steps off Friday with Boy Scout Troop 99 and Pack 99 carrying a huge American flag through the route as Cash Concrete plays misty for onlookers, creating a rainbow in the humid, 90-degree air.
