GPD traffic stop yields meth arrest of Rockville man, 66

A routine traffic stop on Greencastle's East Side Monday morning resulted in a drug arrest, Greencastle City Police reported.

Officer Kyle Lee had been on patrol, observing traffic in what has been reported as an area suspected of harboring illegal drug activity when he spotted a white car driving erratically.

The vehicle reportedly never exceeded 20 mph in a 30-mph zone and crossed the fog line two or three times.

At approximately 7:20 a.m., Officer Lee executed the traffic stop on the 2018 Dodge Avenger after the driver failed to signal a lane change. Believing the driver to possibly be intoxicated, he pulled the car over near the Walmart store entrance on Indianapolis Road.

Terry Harper, 66, Rockville, was detained without incident and later transported to the Putnam County Jail.

During a patdown of the suspect, Officer Lee said officers found a substance believed to be methamphetamine in Harper's front pocket.

Lee then called upon his K9 partner Cain, who indicated a scent of drugs along the driver's side door area of the car. There, Lee said, 45 grams of marijuana and paraphernalia were discovered inside the car.

"The meth and money were on his person," Lee said.

During the course of the investigation, police discovered multiple individually wrapped baggies containing a white crystal-like substance resembling the appearance of methamphetamine, along with $1,564 in U.S. currency.

Pending review of charges by the Putnam County Prosecutor's Office, Harper is being held on charges of possession of methamphetamine, possession of marijuana, and possession of paraphernalia.
