Roachdale opens bids for Road Improvement Project

ROACHDALE -- The Roachdale Town Council opened bids from five contractors interested in performing the town’s Road Improvement Project during the council’s recent regular meeting.

The lowest bid was from Grady Brothers, of Indianapolis, at $493,698.32.

The other bids were: All Star Paving (Seymour), $539,429; Dave O’Mara Contractors (North Vernon), $532,600; Midwest Paving (Noblesville), $581,599; and Milestone Contractors (Indianapolis), $610,730.

The bids will be reviewed by the project engineer and town attorney before one is awarded.

“This is part of a grant,” Holly Cook said. “This year the town paid 25 percent, and the state government paid 75 percent. Usually it’s a 50-50, so this was a really good chance to get our roads back in shape in town.”

Cook was referring to the Indiana Department of Transportation’s (INDOT) Community Crossings Grant, which was awarded to the town in October in the amount of $496,710.

“And we have ten projects that that will cover,” Clerk-Treasurer Debbie Sillery added.

The ten projects are: East Railroad Street Pavement Preservation, Franklin Street Reconstruction, South Main Street Pavement Preservation, Oak Street Pavement Preservation, Meridian Street Pavement Preservation, Grove Street Pavement Preservation, Spring and W. Railroad Street Pavement Preservation, South Rush Street Pavement Preservation, Walnut Street Pavement Preservation and E. Washington Street Pavement Preservation.

In other news:

-- Alleys: After residents’ complaints, the council approved the purchase of a grader box for repair work to alleys.

“I’ve gotten a lot of complaints about alleys, and so has Debbie,” Marshal Mike Mahoy said. “(The alleys) are bad. I think that grader box will level some of that out so we’re not spending as much money on rock.”

Marshal Mahoy is serving as utility superintendent with Clerk-Treasurer Sillery until a replacement for Ronnie Campbell, the former superintendent who is now the Bainbridge town marshal, can be found.

-- Claims: The council approved claims at a total of $129,970.36.

Clerk-Treasurer Sillery explained the increase as renewing several yearly expenses (software licenses, about $6,000; insurance about $18,000), paying a $6,000 bill from Duke Energy (who had not sent a bill for water or wastewater in three months due to meter issues) and some bill overlapping because the meeting was so late in the month.

-- Noise Ordinance: The council voted to approve Ordinance 2-2018, which regulates noise within the town limits. The ordinance updates Ordinance 6-2014 with more specific regulations regarding lawn care, increased fines and exemptions. The ordinance will be enforcable within 30 days.

-- Plan Commission: President Zach Bowers appointed David Trent to the Roachdale Plan Commission. Trent is replacing Charlie Riggle, who recently resigned. Trent’s term will expire Aug. 2019.

-- Putnam County Planning Commission: The council voted to approve an interlocal agreement between Roachdale and the Putnam County Planning Department.

“We’ve talked about this for quite a while in the planning commission, over a year actually,” President Bowers said, “to work in conjunction with the Putnam County Planning Department, who has more knowledge than we do as a small town to do a lot of our permits for commercial, residential stuff. These are buildings bigger than 200 square feet, new houses, new businesses. It was passed unanimously by the Putnam County Commissioners on Feb. 5.”

Cook commented, “I think this is a good compromise.”

And Clerk-Treasurer Sillery added, “I would like to remind the town that they must get permits before they build a deck or a shed.”

-- Roachdale Police Department: Marshal Mahoy announced that the Putnam County Prevention Intervention and Education (PIE) Coalition has donated enough funds to cover all food and vet bills for K-9 Officer “Toby” this year.

The council approved Resolution 4-2018 to outright purchase a 2016 Dodge Charger for $19,500. The town will trade in its 2013 Ford Explorer, which has about 100,000 miles, for about $12,000.

Additional costs will be installing lights for about $1,500, decals for about $200 and a K-9 cage, for which the Putnam County Prosecutor’s Office has offered to pay. The Explorer’s K-9 cage will be sold for about $1,000 - $1,500.

The new car is expected to last about five years, with about two or three under warranty.

Since the council’s last regular meeting, the Roachdale Police Department (RPD) has responded to calls for: one 911 hang-up, one domestic disturbance/violence, one harassment/stalking/threat, one disturbance/nuisance, one trespassing, one intrusion/panic alarm, one suspicious person activity/wanted person, one property damage traffic crash, one fire, one structure fire, one cardiac arrest, one heart problems/attack and one unconcious/fainting.

The RPD also performed two lock outs/public assistances and one citizen assist/service call. The RPD served one warrant/paper service/search warrant. The RPD performed 32 traffic stops, issued four traffic/driving violations, and responded to one DUI.

-- Salt Truck: Marshal Mahoy reported the new salt truck will be ready by Feb. 26.

-- Water Bills: Clerk-Treasurer Sillery emphasized that residents must return their bill stubs with their water payments. The town has had to reprint about 200 bills each month for filing and rate study purposes.

The Roachdale Town Council’s next regular meeting is set for March 13 at 7 p.m. in the Roachdale Town Hall, 205 N. Indiana St., Roachdale.
