GCSC financial changeover now complete

The first change in 52 years to the way Indiana school funding is handled came at a tricky time for Greencastle Community Schools.

Besides dealing with changes in how to handle money received from the State of Indiana, GCSC was doing so without a permanent corporation treasurer.

On Monday, Superintendent Jeff Hubble informed the Greencastle School Board that not only is the changeover in finances complete, so is the changeover in financial personnel.

The funding issue is meant to simplify school funding at both the state level and the corporation level.

Whereas before there were multiple funds, including the general fund, bus replacement, transportation and capital projects funds, there will no only be two: the education fund and the operations fund.

Schools may also maintain a rainy day fund.

In recent months, the board had to approve a number of changes the facilitate this changeover, and Hubble gave a report saying that things were now situated in the new funds as of the start of 2019.

He also credited Becky Monroe, the retired director of finance for Madison-Grant School Corporation, for helping GCSC through the changeover.

“Thank you for bearing with us,” Hubble told the board. “I want to thank Becky for leading us through this.”

The corporation needed to temporarily contract with Monroe after finance director Jayme Barber was seriously injured in an automobile accident last fall.

While the corporation reassigned two administrators to financial positions — Assistant Superintendent Donovan Garletts and former Tzouanakis Principal Jon Strube — Monroe was also brought in to get them through the process.

In the new year, the corporation has a more permanent solution in place, having accepted Barber’s resignation during Monday’s meeting.

Angela Modglin has been hired as the new GCSC finance director, while Kellie Romer’s position will change from part-time deputy treasurer to full-time deputy treasurer.

Hubble praised Modglin’s past experience with finance at the college level, as well as Romer’s experience within the corporation.

“Both of them full-time are going to make a great finance team,” Hubble said.

“I’m just very excited to be here,” Modglin said. “I’m looking forward to the challenge.”

In other business:

• The board approved the purchase and trade-in of two buses.

The new Bluebird buses will be bought from MacAllister Machinery.

• The board approved a pair of donations.

The American Institute for Research donated $500 to Greencastle Middle School to help maintain a math program used by the seventh grade.

Target Field Trips donated $700 to the high school, which Jennifer Finnerty plans to use to take physics and other students to perform hands-on work.

• A number of additional personnel matters were approved:

New hires: Denise Greenlee as Ridpath Title I teacher, Melinda Short as GMS instructional assistant, Chester Rice as GHS student cafeteria assistant, Tina Williamson as GHS attendance secretary, Kelly Wetterman as Deer Meadow instructional assistant and Jaime Trimble as GMS instructional assistant.

Resignations: Jennifer Wilson as Ridpath Title One teacher, Kathy Brown as Deer Meadow noon aide, Denise Smedley as ECA treasurer/bookstore manager at GHS/GMS, Mandy Evans as GMS instructional assistant, Shannon Ensor as GMS instructional assistant, Anthony Hyde as GHS custodian, Brad Mellinger as bus driver and Katie Downing as GMS cheer coach.

Transfers: Ashley Jackson from GHS attendance secretary to Central Office receptionist, Ashley Downing from Deer Meadow instructional assistant to CA treasurer/bookstore manager at GHS/GMS.

Substitutes: T.J. Tincher as long-term music substitute at Tzouanakis; Megan Miller, Amelia Smith and Jessica Fulkerson as substitute teachers; Marti Scott as substitute noon aide at Deer Meadow.

Extracurricular activities: Bryce Rector approved as assistant varsity baseball coach; Evan Wilson and Amanda Standers approved as Champions Together co-head coaches at GHS; John Parmley and Jake Bennett approved as volunteer assistant boys’ golf coaches at GHS; Robert Johnson approved as volunteer assistant seventh-grade girls’ basketball coach; Grace Paul and Robert Wright approved as volunteer assistant softball coaches at GHS; and Kathryn Dory approved as GMS musical director.
