Fillmore council reads new debt, daycare ordinances

FILLMORE — During a meeting that took approximately 25 minutes, the Fillmore Town Council did first readings for two new ordinances last Thursday evening.

The first ordinance read was Ordinance 2020-5, which would establish policies and procedures for ridding bad debt and handling uncollectable accounts receivable. One of the stipulations is that the clerk-treasurer would submit a list of uncollectable billing for municipal utilities, which the council could then waive.

The second ordinance that was read was Ordinance 2020-6, which would require in-home daycare/childcare to be licensed by the state. Proof of licensure would have to be presented before beginning operation.

However, this would need to be clarified. Town Attorney Jeff Boggess was concerned that the ordinance could bar local providers because of a minimum number of children. The Indiana Code stipulates that licensing is not required for home-based providers who care for less than six children.

Council President Meredith Trusty said the ordinance was effectively tabled, while Boggess said he would find out more about the specific requirements.

Town Marshal Darrel Bunten and Utilities Operator Joe Cash were not in attendance.

The next regular meeting of the Fillmore Town Council is scheduled for Thursday, Sept. 3 at 7 p.m. in the Fillmore Town Hall.
