New Cloverdale salary ordinance includes raises

CLOVERDALE -- Seeing to it to zero out finances and start the new year fresh, Cloverdale leaders recently adopted a new salary ordinance which saw town employees getting a raise.

Clerk-Treasurer Kelly Maners outlined the ordinance during a special meeting held last week by the Cloverdale Town Council. The main changes, she said, were each town employee receiving a three-percent raise, as well as hourly pay scales for everyone except elected officials and a new town manager.

Maners stated that Cloverdale Schools’ SRO officer -- currently James Collings -- was receiving a “substantial” pay increase, owing that he graduated from the Indiana Law Enforcement Academy and had been passed over for a raise previously.

Wages and salaries set out in the ordinance are as follows:

-- Town council members: $429.17 per month ($5,150 each); 33 percent out of the General Fund, 34 percent from the Water Fund and 35 percent from the Sewer Fund;

-- Clerk-treasurer: $44,290 per year; 40 percent from the General Fund and 30 percent each from the Water and Sewer funds;

-- Deputy clerk-treasurer: $18.88 per hour ($39,280 per year); 34 percent out of the General Fund and 33 percent out of both the Water and Sewer funds;

-- Utilities Clerk: $14.21 per hour ($29,580 per year); 50 percent from the Water Fund and 50 percent from the Sewer Fund;

-- Part-time utilities clerk: $14.21 per hour (not to exceed 29 hours a week); 50 percent from the Water Fund and 50 percent from the Sewer Fund;

-- Town marshal: $29.71 per hour ($61,800 per year); 100 percent from the General Fund;

-- Police sergeant: $21.05 per hour ($43,780 per year); 100 percent from the General Fund;

-- Part-time deputy marshal: $20 per hour (not to exceed 29 hours per week); 100 percent from the General Fund (reimbursed by the Putnam County Prosecutor’s Office);

-- Evidence collections specialist: $19.81 per hour ($41,210 per year); 100 percent from the General Fund;

-- SRO officer: $17.79 per hour ($37,010 per year); 100 percent from the General Fund (reimbursed by Cloverdale Schools up to $50,000);

-- Street foreman: $19.06 per hour ($39,650 per year), plus a $780 vehicle allowance; 90 percent from the Sewer Fund and 10 percent from the Motor Vehicle and Highway (MVH) Fund;

-- Water treatment manager: $24.76 per hour ($51,510 per year), plus a $780 vehicle allowance; 90 percent from the Sewer Fund and 10 percent from the MVH Fund;

-- Equipment operator: $17 per hour ($35,360 per year); 75 percent from the Water Fund and 17.5 percent each from the Sewer Fund and the MVH Fund;

-- Utility laborer: $14.94 per hour ($31,080 per year); 10 percent from the MVH Fund and 45 percent each from the Water and Sewer funds.

The unfilled town manager position, the wastewater operator, a vacant deputy marshal position and part-time/seasonal contractors were left as ranges:

-- Town manager: $48,900-$60,000 per year, plus a $780 vehicle allowance; 25 percent from the MVH Fund and 37.5 percent each from the Water and Sewer funds;

-- Deputy marshal: $15.63-$20.07 per hour ($32,500-$41,740 per year) with a $0.25 shift differential; 100 percent out of the General Fund;

-- Wastewater operator: $20.19-$21.88 per hour ($42,000-$45,500 per year); 100 percent from the Sewer Fund;

-- Part-time/seasonal contractors: $11-$15 per hour (not to exceed 29 hours per week); 45 percent each from the Water and Sewer funds and 10 percent from the MVH Fund.

The ordinance also notes that, except for the town manager and elected officials, all town employees will be eligible from overtime pay at 1.5 times their hourly rate.

The council voted to adopt the new salary ordinance as presented.
