Russellville council establishes American Rescue Plan fund

RUSSELLVILLE — With a short agenda at its regular meeting Wednesday evening, the Russellville Town Council approved a fund for money it is set to receive through the American Rescue Plan Act (ARPA).

The council approved the fund through Ordinance 2021-1. This is a requirement in order for expenditures to be tracked.

The town is set to receive $70,000, which can be used for water infrastructure improvements. Russellville has been in the process of trying to get its dilapidated water tower replaced.

In other business:

• The council considered purchasing a new Kenwood radio for the town’s police department. Town Marshal Matt Biggs said the old one, a Motorola, is about 10 years old and will soon become obsolete due to rebanding. He also said both the Bainbridge fire and police departments have been looking at purchasing new radios.

Biggs said he just wanted to bring up the new radio. As such, the council asked him to get pricing. Clerk-Treasurer Martha Mandleco added that the purchase could be covered with CARES Act money.

• The council heard a public comment from an individual concerning high water bills incurred by his mother going back to 2016. He advocated that his mother has never used much water in the first place, and that the inconsistencies could be due to a damaged water meter.

The council agreed to consider an adjustment and to see whether the water meter needed replaced.

Council members Cary McGaughey, Norma Jean Gross and Cathy Jones were with Biggs, Mandleco and Deputy Clerk-Treasurer Samantha Zimmer at the meeting. Town Attorney Stu Weliever was not in attendance.

The next regular meeting of the Russellville Town Council is scheduled for Wednesday, June 16 at 7 p.m. at the Russellville Community Center.
