2021 sidewalk project bid goes to Spiker Excavating

Thirty-six separate segments of city sidewalk are due for upgrades in the 2021 Greencastle Sidewalk Project.

Although a number of bidders picked up the bid packets on what was determined, according to engineers’ estimates, to be a $124,495 project, Joe Spiker Excavating of Greencastle was the lone bidder.

Spiker submitted a bid of $85,000, far below the engineering estimate figure.

Board member Craig Tuggle made the motion to move forward with the Spiker bid at the recent September Greencastle Board of Works meeting.

In seconding the motion, Trudy Selvia had questions about the sidewalk projects that involve pavers, especially along Washington and Jackson streets on the square.

“Some of those date back to 1985,” Mayor Bill Dory said, alluding to the major Main Street grant the city received for downtown sidewalk reparations.

“In some places, they’re putting concrete in with pavers around the edge,” the mayor explained of the new work.

Originally some of the pavers were put in with a sand base so workers could get in and repair electric lines and place signs more easily.

At its July meeting, the Greencastle Board of Works and Safety authorized Department of Public Works (DPW) Superintendent Brad Phillips to go out for bids on 2,279 lineal feet of new sidewalk.

Among the bigger sections of sidewalk included in the city’s 36-item program approved by the Board of Works are:

-- Starting east of Indiana Street on the south side of Washington Street in front of Starbucks and extending east, replace approximately 200 feet of sidewalk with the 2-by-2 foot square pattern. Remove and replace adjacent pavers. Pavers will be placed on a four-inch concrete base. Contractor will match elevations at existing doorways with access maintained to existing buildings and businesses -- $9,040.

-- Along the north side of Deerfield Drive, 150 feet east of Deerfield Court, construct 108 feet of new sidewalk and construct new ADA ramp where new sidewalk ends at Judson Drive -- $8,840.

-- Starting at the east edge of the driveway at 801 Highwood Ave., remove 22 feet of curbing and existing pavement. Place 74 feet of new curbing along the north side of the street. Approximately 40 feet of street and driveway will receive hot mix asphalt overlay with backfill dirt as needed and two-inch strip of sodding added -- $5,600.

-- Starting at the southeast corner of Seminary and Locust streets, replace 171 feet of sidewalk along the south side of Seminary and 33.5 feet further east on Seminary -- $4,882.

-- Starting after the ADA ramp at the northeast corner of Liberty and Vine streets, replace 50 feet of sidewalk east on Liberty and 74.5 feet further east -- $4,061.

-- On Vine Street, south of Franklin Street, replace 276 feet of concrete sidewalk and brick pavers along the east side of Wasser’s garage door entrance with 2-by-2-inch square pavers to be placed on four-inch concrete base -- $3,321.

-- Starting next to the driveway approach at 630 Crescent Drive, extend sidewalk 119 feet along the north side of the street, skipping the next 22 feet before replacing the next 57 feet -- $3,163.

-- Replace 11 driveway approaches on Anderson Street between Bloomington and Locust streets -- $3,012

-- Starting in front of Black Lumber on the east side of North Indiana Street, extending north at the entry/exit to Black’s, replace 8 feet of sidewalk, continuing north to replace the next 109.5 feet -- $3,008.

-- Starting after the ADA ramp on the southwest corner of Jackson and Franklin street, extending west on Franklin, replace 72.5 feet of the 2-x-2 foot squares and replace approximately 76 feet of 2.2-foot brick pavers -- $2,482.

-- From the northwest corner of Park Street and South College Avenue, replace 125 feet of sidewalk on the north side of Park Street -- $2,225.

  • Had to call them several times before they came back to fix their work after they ruined my driveway putting in the new sidewalk. Do it right the first time!

  • I hope the City has better luck than I did with Spiker. I had them come out and give a quote to replace a porch , I liked their bid and was given a date they would do the work. They never showed, they kept putting me off till winter came. The next Spring they gave me a couple of other dates for the work and again never showed. I finally called Joe Custis and he gave me a work date and sure enough he was there and did a great job.

  • Spiker spent weeks on a sewer job on South Indiana Street and left the patchwork rough without rolling it smooth. I kept thinking they would return and fix it but never did. The city could use more bidders on their jobs.
