North Putnam board approves HVAC project resolutions

ROACHDALE ­— Preparing for a HVAC renovation project at Bainbridge Elementary School next year, the North Putnam School Board approved four related resolutions at its regular meeting Thursday evening.

The board approved a resolution stipulating a form of lease to a school building corporation, in which a portion of the school will be leased to it. Meanwhile, the school corporation will go out to bidders for bonds and repay the building corporation in terms of debt service.

In the vein, the board was also required to re-approve the building corporation as an existing entity authorized to issue tax-exempt bonds.

The third resolution was for approving $635,000 in additional appropriations for general obligation (GO) bonds. This funding is geared toward making initial purchases for equipment and repairs. A public hearing was held to disclose the amount and their purpose.

The final resolution was one on final bonds, in which Huntington Bank will be the pay agent and Baker Tilly Financial Services will mediate financial disclosures to the U.S. Securities and Exchange Commission.

In other business:

• The board approved a new facility use policy. Secretary Rachel Mandeville and member Eric Oliver, who met with community members and coaches as a committee, outlined that requests are separated into categories with different fees. A certificate of insurance and coverage of $1 million, as well as an application, will be required.

• The board held a public hearing on a collective bargaining agreement with the North Putnam Classroom Teachers Association. Superintendent Nicole Allee outlined that the minimum teacher’s salary will be required at $40,000 next year, and that 45 percent of state dollars to the Education Fund must be spent on teacher salaries.

As such, she announced that every classroom teacher will receive at least a $1,200 raise according to a new placement schedule in terms of education and experience, apart from meeting the minimum salary. Stipends for earning a master’s degree and maintaining teaching licenses will also be included.

The board will hold a special meeting on Tuesday, Oct. 26 at 6:30 p.m. to ratify the contract.

The board also recognized fourth-grade Bainbridge Elementary teacher Staci Parent as North Putnam’s Teacher of the Month.

The next regular meeting of the North Putnam School Board is scheduled for Thursday, Nov. 18 at 7 p.m. in the large group instruction room at North Putnam High School.
