Russellville Town Council gives approval to water tower bids

RUSSELLVILLE – Taking further steps on its project to replace the town’s water tower, the Russellville Town Council approved bids for the new storage tank, as well as drainage, at its regular meeting Wednesday evening.

The council approved a bid from Phoenix Fabricators & Erectors for $1,078,624 to construct the storage tank itself. Meanwhile, the council also approved a bid for installing waterlines and valves to B&T Drainage for $98,504. The companies are based out of Avon and Marshall, Ill., respectively.

With guidance from Town Attorney Stu Weliever, the council also passed a motion authorizing Beam, Longest and Neff (BLN), the engineering firm which has worked with the town on the project, to ask the county for exemption on the land the new water tower will be built on. The property is currently zoned for mineral extraction.

It was provided that the town’s request would be presented to the county’s board of zoning appeals at a meeting in Greencastle on June 13.

In other business:

• The board approved Ordinance 2022-4 to reflect an amendment to salaries and wages for 2022. Clerk-Treasurer Martha Mandleco said the only change was that direct deposit will now be made on the first day of the month, rather than the last day. The change is effective this month.

• The council approved a new contract with Utility Management and Construction (UMAC), as Troy Elless, the company’s president, stated that the previous one expired in December. He said that a 15-percent increase was made on the contract, which will be for two years. As such, UMAC’s monthly fee will be $1,400.

• The council approved to provide five loads of gravel to split, with one for beside the Russellville Community Center, one for Washington Street and three for Railroad Street. The latter was a request from Co-Alliance.

• With the town as the technical owner of the building, the council approved to move forward with a grant to repair the Russellville Community Center’s roof. The $500,000 grant is being sought by the board which acts as the building’s stewards. The town would have to account for the grant if it is awarded.

The board needs letters of support and has set up a donation fund, the money from which will demonstrate support for the project. Proceeds from the town’s upcoming rib fest will go toward the fund.

The three-member council of President Cary McGaughey, Cathy Jones and Bill Spiegel, Deputy Clerk-Treasurer Catherine Engle, Street Superintendent John Boller and Town Marshal Matt Biggs joined Mandleco and Weliever for the meeting.

The next regular meeting of the Russellville Town Council is set for Wednesday, June 22 at 7 p.m. at the Russellville Community Center.
