Roachdale moves forward with Community Crossings road work

Roachdale is moving into the next phase of Community Crossings after accepting a bid from Milestone Contractors, as recommended by Midwestern Engineers Inc.

Construction in the downtown area is scheduled to begin in the spring, and work to be completed will include but is not limited to pavement milling, sidewalks, curbs, ramps, grade adjustments and road markings.

The proposal from Milestone comes in at $346,199.35 and is the second highest bid offer from the three contractors who were considered. ST Construction Inc. had the highest offer at $351,145.35, while Midwest Paving LLC submitted the lowest bid of $238,710.54

Under Indiana Code 36-1-12-4(b) governing bodies must award public work contacts to the lowest responsible and responsive bidder. The phrasing here is important, however, as Roachdale has had problems with Midwest Paving and its subcontractors in the past. Pursuant to Indiana Code and the language contained therein, the Town of Roachdale is legally allowed to choose the next highest bid from those submitted for consideration.

Initially, Roachdale was to pay $81,533.75 to fulfill its 25-percent obligation with INDOT covering the remaining 75 percent, or $244,601.25, according to the original application for funding. The total cost to the town is now $101,598.10 after choosing to award contracts to Milestone over Midwest Paving.

In other news:

• The Town Council voted to keep adding fluoride to its water after tabling the discussion last month. A new water softener will have to be purchased and will cost approximately $1,500-$2,000. Utility Superintendent Nick Miller said he will continue bypassing the faulty softener in the interim.

• The Council approved a motion to change the time of its monthly meetings to 6 p.m. from 7 p.m. on the third Wednesday of each month.
