Prosecutor files nearly half-million dollars worth of non-support

The Putnam County Prosecutor’s Office has filed criminal charges totaling nearly a half-million dollars in ongoing local non-support cases, including one case of more than $50,000.

Prosecutor Tim Bookwalter was admittedly surprised to see the 22 non-support cases total $453,403.62 after they were added up.

“We couldn’t enforce them for the past couple of years due to Covid,” Bookwalter explained, telling the Banner Graphic that warrants have been requested for the arrest of the 22 parents delinquent in their support of dependent children.

Those facing Level 5 or Level 6 felony counts are:

-- Austin Kirk, $53,695.72, one Level 5 felony.

-- Keith Kowalkowski, $40,980, three counts, Level 6 felony.

-- Anthony Lehr, $40,280.02, three counts, Level 6 felony.

-- Joshua Turner, $38,253.99, one Level 5 felony.

-- David Schmitt, $38,138.74, one Level 6 felony.

-- Scott McKnight, $32,689.01, one Level 6 felony.

-- Sean McClamroch, $31,113.71, one Level 5 felony.

-- Dustin Weddle, $25,885.78, one Level 6 felony.

-- William Holland, $18,904.95, one Level 6 felony.

-- Bambi Bicknell, $17,802, one Level 6 felony.

-- Matthew Van Every, $16,016.14, one Level 6 felony.

-- Tracey Burk, $15,837.36, one Level 6 felony.

-- Adam Pleake, $15,490.29, one Level 6 felony.

-- John Brickert, $15,050.28, two counts, Level 5 felony.

-- Terry King, $14,849.95, two counts, Level 6 felony.

-- Terry King, $8,957.84, one Level 6 felony.

-- Richard Harding, $8,852.05, one Level 6 felony.

-- Lindsey Haltom, $6,685.89, three counts, Level 6 felony.

-- Robert Tobin, $5,181, one Level 5 felony.

-- Daniel Crickmore, $4,135.84, one Level 6 felony.

-- Justin Tourtillot, $3,189, two counts, Level 6 felony.

-- Joshua Vanover, $1,414.06, one Level 6 felony.

Level 6 felonies carry a sentence of six months to 2-1/2 years, while a Level 5 felony carries a 1-6 year sentence.

  • They never just go out and ANd

    Arrest them. They just keep on letting them go and letting the child support keep getting higher. Only way they get them is if they get in trouble with something else first. Then they make the bond the amount the arrearage they owe but they take all the court fees out first so the child gets little to nothing. Absolutely no enforcement at all. If you think putting them on blast in the newspaper so they will be embarrassed,NOTHING will do that and they just keep not paying

  • ktchadwell: You are fairly accurate in your assessment of this longstanding problem. I have refrained from speaking out about this simply because I do not have a solution that is viable. How do you propose this be solved? It is not a "one size fits all" solution, making it extremely difficult to enforce and punish.

  • At least Putnam county is taking some action. One of the deadbeats on a recent list got to spend two years in Rockville wonen’s prison. Too bad Hendricks county isn’t as proactive; I’ll never see a dime of my support.

  • I have tried to stay neutral on this topic but I do know of at least one person who has not paid taxes since they have owed back support so herein lies at least one problem that needs to be looked at.

  • Prosecutor Bookwalter explains how they have not been able to go after these people due to Covid. He also states warrants have been issued for their arrests.

  • These people have been behind in child support for years. Some have been in court but no results. To say the prosecutor is behind because of Covid is ridiculous. You can tell because of the high amounts that they are behind. I have always thought it would work if the payor was able to claim it on their taxes and the payee had to report it as income on their taxes.

  • Of course every case is different, but throwing them in jail where they can’t earn a paycheck to begin paying back support isn’t a great solution either. IF employed, get support taken directly from earnings (until they start bouncing from job to job). Another option…take their tax return. Both options currently in place, when you can find them. In the end, the children are the victims, sadly.
