Fillmore council wraps up 2023 needs Wednesday

FILLMORE — Convening for a special session, the Fillmore Town Council passed resolutions pertaining to signatures and money transfers on Wednesday.

With Resolution 2023-5, Jerry Huff was authorized as the council’s vice president to sign off on documentation on behalf of the town. This concerned potentially having to do so with its pending projects for road and water improvements.

Town Council President Meredith Trusty is expected to be unable to conduct town business in the coming months due to health needs.

With Resolution 2023-6, the council approved for a late fees fund to be closed, and for transfers to be made the town’s water and wastewater operating funds. Specifically, $8,000 and $9,000, respectively, will be moved from accompanying reserve funds connected to the late fees fund.

Clerk Works’ Monica Bray explained that the closed fund was created when Tom Gilson was clerk-treasurer. From what could be determined, the fund was to be paid off.

Essentially, the reserve funds in question were found by the State Board of Accounts in the town’s recent audit to be overfunded.

“We overfunded those accounts because they didn’t have a stop date,” Bray said as to returning money where it was pulled from originally.

In other business:

• The council conducted its second readings of and passed ordinances 2023-3 and 2023-5, which detail a policy for the town’s capital assets and 2024 water rates, respectively. These were reported in coverage of the council’s recent regular meeting.

Clerk-Treasurer Andi Schardt joined Bray, Trusty, Huff and outgoing councilman C.J. Huller for the meeting.
