Cloverdale council approves annexation process

CLOVERDALE — With it the only actionable item in new business during a short meeting, Cloverdale leaders approved pursuit of annexations on Tuesday.

Town Manager Jason Hartman brought a proposal to the Cloverdale Town Council for a large tract east of the old Holiday Inn site to be included in the town limits. This is as he said he had not received a definite description yet from the county.

Hartman noted that the town’s redevelopment commission supported the annexation at a recent meeting. The landowners, who Hartman said reached out to him about the move, were present at the council’s meeting.

Hartman also added three areas that are surrounded by the town’s corporate limits, but are listed outside of them. These include properties on North Lincoln Avenue and South Lafayette Street, as well as one near Whitaker Funeral Home.

“If we can get voluntary annexation from these additional parcels, I would like to do it all at the same time,” Hartman provided. “I don’t really want any of those to hold up the annexation of this 40 acres.”

With it “definitely” having Council Vice President Brice Howell’s blessing, the council passed a vote for Hartman to move forward with the process.

In other business:

• Eric Smith of HWC Engineering provided an update on the town’s continuing road and water improvement projects.

Smith first reported that work on the installation of a new water main at Beagle Club Road was completed recently. He brought a no-cost change order adjusting substantial completion to Jan. 5 from Dec. 1, 2023, and final completion to April 14.

Smith noted performance bonds as the remaining issue with a permit from the Indiana Department of Transportation (INDOT). This relates to a water extension crossing Interstate 70, bids for which are expected to go out by spring after easements are secured.

For stormwater, Smith said the project has been advertised for bids. Otherwise, he noted that the scopes of particular areas have been adjusted, so as to give flexibility with where the bids come in. The bids are to be opened on Feb. 27.

Smith said finally for wastewater that INDOT approved work for a forced main that will go from Lieber State Recreation Area. The town is to eventually treat Lieber’s wastewater, as the latter’s treatment plant is to be decommissioned.

• Waiving the second reading, the council approved Ordinance 2024-2 renaming the entirety of Market Street to Kiley Way. The move is to honor Cloverdale High School wrestling coach Dave Kiley.

• The council adopted a resolution allowing for a Rainy Day transfer of $208,499.70.

• The council appointed James McKee to represent the town on the county’s Area Plan Commission. The town will no longer have its own plan commission, as it will have a say in development there and elsewhere with the new group.

With councilmen Greg Jay and Scott Stierwalt absent, Town Marshal Adam Hull, Town Attorney Richard Shagley and Clerk-Treasurer Kelly Maners joined Hartman, Howell and Council President Brandon Tancak for the meeting.

The next regular meeting of the Cloverdale Town Council is set for Tuesday, March 12 at 7 p.m. at Cloverdale Town Hall.
