Debbie Ensor seeks clerk’s position

Debbie Ensor would like to announce her intention to seek the position of Putnam County Clerk.

Ensor was born and raised in Putnam County and attended Greencastle Community Schools. She is the daughter of Geraldine “Gerry” Lancaster and the late Cecil “Mick” Lancaster, and has a sister, Vicki (Darrell) Wilson.

She is the mother of two children, Andrew (Amanda) Ensor and Jacob (Brittany Overshiner) Ensor. She has six grandchildren, Maggie, Layne, Danica, Paxton, Camden and Reece.

Ensor started in the Putnam County Auditor’s Office in 1989 under Myrtle Cockrell as a part time/full time deputy. That led her to becoming full-time claims deputy.

In January 1993, Ensor started in the Putnam County Clerk’s Office as support deputy under Clerk Marty Watts. As her interest and passion in the clerk’s office grew, she became first deputy in the late 1990s and has continued as chief first deputy to this day.

As chief first deputy, Ensor manages the office in the absence of the clerk, acting with the complete responsibility

of all matters in the office. She has been the bookkeeper for the last eight years and is child support administrator.

As bookkeeper, she is responsible for making sure all monies that flow through the clerk’s office are applied to the correct accounts as set by Indiana state statue. She also processes divorces, civil complaints, child support orders and tax sales.

Ensor has worked and been crossed-trained on every desk in the clerk’s office. She has also helped with election setup, worked on election day, checked in voters during early voting, checked absentee ballots before mailing, counted absentee ballots on election day and worked election night.

Ensor was a big part of implementing the CSI software for the clerk’s office and the Circuit and Superior Courts in 1998. She was the main point person for the implementation of the new statewide system Odyssey in 2018, which consisted of cleaning up cases, setting up case types for the correct courts and financial balancing for a smooth transition to Odyssey.

In March 2021, current Clerk Heather Gilbert and Ensor came to the aid of the newly-appointed Parke County Clerk Henry Harper. Gilbert and Ensor, along with our amazing staff, were there to help Parke County with the training of new employees, processing daily cases and training Harper with daily bookkeeping duties.

Ensor was able to get Harper’s books back in balance after being out of balance for several years with the State Board of Accounts. She also assisted him with monthly balancing procedures and yearly reports.

Ensor’s experience in the clerk’s office for the last 29 years has given her the opportunity to know the office inside-out — from everyday situations, to monthly and yearly deadlines and with State Board of Accounts audits.
